During World War II, after the bombing of Visakhapatnam by the Japanese planes on April 6th, 1942, the Andhra University was shifted to temporary premises in Guntur for the academic sessions to continue without interruption. During that transplantation phase, the University received permission from the Madras Presidency for opening the much sought after engineering college. The college was opened in sheds at Kakinada as an expedient measure.

Shri Lakkaraju Subba Rao was one of Andhra's prominent public leaders. A well-known lawyer, educationist, and scholar, he served the cause of education with unwavering dedication for over half a century and contributed significantly to the enrichment of public life.
Elected in 1926 to the Senate of Andhra University, the year of its inception, he served the University in varied capacities and also acted as in-charge Vice-Chancellor. This first-batch Senator was also the first to be elected to the University Syndicate in 1930 and remained in that capacity for nearly twenty-five years without a break. Dr. C.R. Reddy, Andhra University's Founder Vice-Chancellor, described Shri Subbarao's services as 'most conscientious and valuable.' He was also the University's Legal Advisor for many years. The University College of Law came into being when he was acting Vice-Chancellor.
He was the Convener of the All India Marine and Aeronautical Engineering Committee and served as a Member or Chairman of numerous other committees, such as the Engineering Education Committee, the Post-war Development Committee, and the Library Reorganization Committee. It was because of his efforts that this Engineering College was retained at Kakinada instead of being shifted to Visakhapatnam, as originally planned.
